They are projected as an image ofa new India and a changed India. But the advertisements rarelyshow the ground reality, and hence, the truth remains untold. The caravan of Sadak Se Sansadhas reached Rajasthan’s Jalore Lok Sabha constituencyfrom Barmer. In a village here calledMeena Chhapar, the dream of Digital Indiaseems to be in shambles. Even a phone call has become achallenge for the people in this village. They have to climb a mountain that is 8 to 10 Kilometres away for network connectivity This village, untouched by themobile revolution, is climbing mountains inthis scorching heat for network access. As per the estimates of theCellular Operators Association of India, the country is using 118 Croremobile handsets, out of which, some are owned byvillagers of Meena Chhapar too. Mobile phones have reached 5 Lakhvillages of the country, including this village. But, neither are the people ableto access banking services through mobile phones, nor are they able to appeal to thegovernment for their needs and demands, They aren't even able to usemobile governance services.

 The telecom industry contributes6.5% to the GDP of the country But the village of Meena Chhapar does noteven get 6.5 minutes of mobile network. An average Indian spends about 200minutes on their mobile phone While people in Meena Chhaparhave to travel for about 200 minutes for a single phone call. Are you getting network connectivity? No? Since when are you sitting there? The then Vasundhara-government wasalso influenced by the Digital India campaign. It started the e-mitra service for the betterment of the villagers. Well, you can see the conditionof that too. These machines that cost about Rs. 20-22 Lakhs are installed in many panchayats but are gathering dust because of alack of network connectivity. The government has changed. In the following part of Sadak se Sansad,we will see the story of Meena Chhapar,which is still waiting for Digital India. After that, we shall show you the plightof 13 Lakh workers of the Indian Railways. Whenever we have to communicate urgent matters, we have to go up the mountainsfor connectivity. We discussed setting up a Jio tower inthe Nichlagargh panchayat, but that did not materialise. Uplagargh still has a BSNL tower. But places like Nichlagarh,Uplakhera, Paba... All these panchayats face a lotof network issues. We will go up this mountainand check if we get network connectivity. Telephone network isvery important in schools. Children might facevarious issues at school. People, in general, might faceunforeseen problems. We climbed on top of the hill looking for network connectivity. as some people informed us that they get networkhere at some spots. But, we haven't found any as of now. -Do you have a mobile phone?-Yes, I do.



 Show me, are you getting network?I am also checking mine. I have two SIM cards and am not getting reception on any. Are you getting mobile network? As of now I don’t. But... I have to go somewhere there toget it. Here, it never comes. If you have to useyour phone right now, what will you do? Willyou go somewhere? Yes, I have to goto that hill top. Ok, let’s go there. -I have a BSNL SIM.-Try to make a call, let’s see if it goes through. Sometimes network bars are visible butcalls don't go through. Sometimes 1 or 2 bars are visible But it does not connect. BSNL is no betterbecause there is only one tower -and where it is installed? Uplakhera?-In Uplagarh. It is in Uplagarh.Oh, in Uplagarh, not Uplakhera! -It is about 20 kilometers from here.-Yes, 20 kilometers and it is the only village or gram panchayattill where it is reachable. Here, it is hardly available. -What are you doing here?-I am talking on the phone. What do you mean?Have you come looking for network? -How far did you travel for this?-About 2 kilometers.

Two kilometers to look for network? -Do you get network only here?-I don't get it anywhere else. Why have you come here... in this secluded place? There's no network connectivity near my homeand the person who I have to contact, he must be in anetwork zone now so I have come here to call him. How far have youcome for this call? About 4 to 5 kilometers. So you have travelled 4 to 5 kilometersbecause network is available here…
